SC Board Laws & Regulations
(Understanding the Legal Foundation)
The South Carolina Board of Cosmetology is a governmental entity within the South Carolina Department of Labor, Licensing and Regulation (SCLLR). It is established by state law, specifically within the SC Code of Laws Title 40.
The South Carolina Board of Cosmetology's legal structure involves seven members appointed by the Governor and confirmed by the Senate, serving four-year terms. The membership includes cosmetologists, a public member, an esthetician, and a nail technician. State law prohibits Board members, inspectors, or employees (or their spouses) from having ownership interests in cosmetology schools or significant interests in companies supplying beauty salons or schools.
The Board's primary purpose is to license qualified individuals such as cosmetologists, estheticians, nail technicians, and instructors, as well as cosmetology schools, booth renters, and salons.

It is also responsible for investigating complaints and taking action against licensees who violate laws and regulations. Through these activities, the Board works to ensure public safety by setting standards for education, training, and sanitation in the cosmetology field.
South Carolina Board of Cosmetology regulations for cosmetology, esthetics, and nail technology include requirements for education, examinations, licensing, salon operations, and sanitary practices. Specifically, individuals must be at least 16 years old and have a 10th-grade education or equivalent. They must also complete a specific number of training hours at a board-approved school and pass both written and practical examinations.
